I don't know mate for both question. I'm using 10 vps with 1.7 gb of ram and i don't have any problem.

I use this VCC in method and after I create a new VM Instance, My billing is turn off and I get warning about Ban for abused. Before using this method, I have tried many real CC or VCC but won't work because I always get this warning. So I hope this method will work for me ... but it won't Is it from my IP when I create GG Cloud ?

I used a private U.S. proxy and i don't get any kind of ban. I think that google has flagged your IP, so just try with a private proxy or try to change your ip turning off your router.
