I did not use amazon for quite a while, but i think your account must be older than a few weeks so you can create more than 2 VPS at each region. That's why you can buy "limited" aws accounts (which can only create 2 VPS / region) and "unlimited" aws accounts, which can create unlimited VPS.
Keep in mind that it's illegal if you dont pay for the VPS and amazon may take legal action against you. Nobody thought they would take legal action against the amazon reviewers, but they did, and i think they will do this with not paid aws account in near future, too!
You have 750hours / month for 1 year for free which you can use for free tier VPS.
750hours / 24hours = 31 days
So if you create 1 free tier VPS, then you can use it for 1 year completely free if you stay under the 15gb bandwidth limit. If you use over 15gb you'll get charged -> if you don't pay at the end of the month -> your account will get suspended.
But you can use the 750 hours / month as you wish, so e.g. you could create 4 VPS and use them for 7 days, or even 31 VPS for 1 day. Then you need to delete them, or you will get charged, because you exceeded the 750 free hours / month.
