He can be a middleman if the two agree but if he scams them its their problems not A2S problem Pika
I have not seen here any midman to this time but i think if some users will want this they will contact Mods/Admins etc to this not regular members

And the feedback is primary just for selling/buying not for midman things, because you can still scam (i dont say that you scam fedi so dont try to pick a fight)
