You cannot get private proxies for free. The only proxies you can get are public proxies. Most of them will be dead, but here you can get to know how to find working proxies.
1. Go here [BY ANGEMON]. You can get about 100 fresh proxies everyday for free.
2. Also HMA is great for choosing but they don't give the list in IP:PORT format for free.
So to get that, first copy the proxies with everything else, something like this:
Now, go here. Under "Extract proxies from text", Paste your proxies, and then click "Extract".
It will extract the proxies in IP:PORT form.
Now you can check if they actually work or not.
3. Go here. Enter all the proxies you gathered from any site.
From the above proxies you can see only one 1 out of 5 worked. This is a good example of the condition of public proxies. This means you have to update the proxies everyday in the bots or any other software you are using them in.
