Which Country Paypal Is The Best?

I have a Verified PP and I have received $100+ in small amounts. I want another PP with Gift option (which I don't have) as I need to send small payments and pay AngeClub fees. Which country PP is safest? I have heard people with US & UK Accounts which are fake get limited faster as PP is strict for these places. So I need a country which has gift option and I can keep my funds securely without getting limited and be able to buy things. I have also heard that Asian PP doesn't get limited for a long time for most accounts with fake info. What about that? I need expert help. What about VPN and IP's? I know I won't be able to run another PP on same IP. Can someone suggest some good and cheap VPN if I need one to operate PayPal? Again I have heard people with dual country PP on same IP, so please suggest something.

I am from Belgium and we also have the gift option, maybe your list is too short or I am missing something.

I actually never had any problems with Paypal, first it wasn't verified but after I started earning more frequently I bought a VCC and got it verified.

No problems till now for me, but still #btcmasterrace.

Been using French Paypal, I could gift and buy things even before verifying my PP.
I received over 1k in small ($4,$8,.....,$20) and in medium amounts ($40,...........,$179.5)

Max money allowed per year is €2500

[MENTION=43]funaddaa[/MENTION] My country (Algeria) has Paypal Support, still, they require verifying the PP with Bank+CC and it does not go along with my business (+ the fee is very high) ! That's why I chose French PP.
I think now they're asking for verification to be able to send money >> I just bought a VCC and verified my account.
About the ip: No I dont use VPN, I login directly from my Algerian ip.
