You can't pay with paypal on google cloud.

if that so. then if we want to verify an USA paypal but we do not live in USA, we need to create the advcash account with an USA address? because in advcash ask id, address and phone verification

However, to verify an US paypal, you need to attach a Bank account , not a card. I hope i helped you :)
