Okay so this method is pretty original, i've never seen anything in the guide ever mentioned on tbn. As for whether it will work or not it seems to me it should work for adsense and to do your own CPA offers. Overall a very simple guide and anyone could do it.

I just read the whole ebook, and I can say, it's pretty unique. I just read it, not tested, but how I see it's easy and working. I think anyone can follow the steps because it's so easy to understand and he provided some pictures too, so it makes it easier to understand. I can give 10/10 for this method, because it's easy and do not need any investment.

I wouldn't go all too crazy on this ;)
A safe CTR would be anything up to 4%-5%
Higher numbers might raise a flag and result in a manual review of your account.

I need something which changes the resolution of the screen, the browser agent, the os and the ip to make it 100% look legit and the registration doesnt come from the same person. how about, doing it on virtual machine, bro, so you setup some OS in virtual machine, be it like 10 OS is installed with different resolution and browser installed. so, when you change the ip address, simply do it from one of the OS installed, and you're ready to go.

Like Raiden says, use virtual machines in combination with HMA or some private proxies.
I always have a bunch of clean VM's with different settings ready to go.
Then I just clone them so I don't have to go through the full installation all the time.
